    Dollar loans and liabilities rise on forex market woes

    Banks increased their issuance of loans in foreign currency amid the recent local forex market dysfunction, the International Monetary Fund (IMF) has disclosed.

    In addition, the banking sector deposits and other liabilities rose to heighten the industry’s exposure to forex risks.

    The build-up in foreign currency loans is largely attributable to commercial banks seeking to hedge against currency risks which were defined by forex access difficulties in the domestic market.

    According to the IMF, banks’ shares of FX loans, deposits and liabilities stood at 30, 25.6 and 31.5 percent, respectively, at the end of 2022, compared to 28.5, 24.5 and 29 percent, respectively at the end of 2021.

    “Banks’ shares of FX loans, deposits and liabilities continue to rise. FX market dysfunction led to a buildup of larger gross FX positions on banks’ balance sheets,” the IMF said in a new report.

    The build-up in FX positions for instance saw larger on-balance sheet net short forex open positions where the foreign currency asset-to-deposit ratio was less than 100 percent.

    The exposure was, however, partly offset by off-balance sheet net long positions, the majority of which consisted of currency swaps between banks and clients.

    Larger short FX positions mean that banking clients were bearish of the country’s forex exchange direction and would largely expect the local currency to depreciate significantly in the short run while the inverse points to a bullish position where clients expected the local exchange rate to improve over the long-term.

    The IMF warns the build-up of banks’ FX exposures has increased the industry’s vulnerability to exchange shocks even as it notes positive recent action to resolve the foreign exchange market dysfunction.

    In 2022, the real effective exchange rate appreciated according to the IMF but yielded dollar shortages at the start of 2023 with widening spreads between the interbank forex market and the rate at which banks transact with their clients (and within the bank client market).

    In essence, forex exchange, particularly dollars, could not be purchased from banks at the prevailing exchange rate while banks were limited in forex dealings among themselves.

    In late March, the CBK took steps to restart the dealings (interbank forex market), including the issuance of a forex code for market participants, bringing two inter-dealer brokers and increasing engagement with market participants.

    “The CBK started holding more regularly scheduled meetings with market participants to increase two-way communication and transparency, and provided verbal clarifications on banking circulars (Circulars 10 and 11 issued in 2015) that interbank transactions need not be limited to, and can be smaller than, the standard ticket size and that the spread limits only apply to the indicative quotes for the standard ticket size.”

    Data provided by the IMF shows interbank forex trading volumes for all currencies have improved and rose to around four percent of all transacted volumes from volumes of less than two percent for the most part of 2022.

    Earlier this week, the CBK said activity had returned to the Forex interbank market even as more improvements are expected.

    “We have actually seen the interbank market working a bit more than it was before. There is still some way to go but this is an area where we do not need to engage more with commercial banks to increase activity. It’s an area we are working on but can see some success for instance when you look at the spread between the CBK rate and the retail rate, which is not as high as it was before,” CBK Governor Kamau Thugge said.

    During the height of the forex dysfunction, clients seeking dollars largely deployed currency swaps where a customer could deposit a lump sum in local currency and obtain a comparable supply of dollars but would have to pay for the difference in the exchange rate at the maturity of the contract handing FX gains to commercial banks.

    Across 2022 and in the opening quarter of 2023, commercial banks multiplied earnings from foreign exchange trading by leveraging the crisis.

    Similarly, foreign currency deposits have continued to soar and reached Sh1.075 trillion as of April from Sh834.5 billion at the same time last year.

    The rise in foreign currency deposits is nevertheless partly masked by a weaker local exchange rate and holdings by commercial banks in regional subsidiaries where foreign currencies are more prevalent.

    CBK Bans Cash, Cheque Payment For Bonds, T-bills

    Investors in Treasury bills and bonds will no longer be able to make manual bids and payments for the securities at the Central Bank of Kenya (CBK) once the modernised Central Securities Depository (CSD) goes live from Monday.

    The new CSD is an electronic over–the–counter trading platform that is meant to ease trading in the securities, improving liquidity and opening a more convenient avenue for Kenyans abroad to buy government debt.

    The platform, known as CBK DhowCSD, is expected to tap more than Sh406 billion ($2.86 billion) from Kenyans abroad, who last year remitted a total of $4 billion (Sh569 billion) to the country.

    A brochure on the new service by the CBK also shows that existing account holders, who have been bidding for securities manually or through the Treasury Mobile Direct service, will have their details transferred to the new CSD.

    “CBK is discontinuing manual submissions/drop off of bids at its centres. Investors will no longer be able to submit manual bids to participate in auctions. Bids will be done through the DhowCSD,” said the CBK.

    “CBK will no longer accept cash or cheque deposits for payments of Treasury bills and bonds—all payments will be made via a commercial bank.”

    The government borrows from the domestic market through short-term Treasury bills, which are repayable within a year and longer-dated bonds, with the latter currently tradable on the Nairobi Security Exchange’s fixed income board.

    T-bills, in the meantime, are not listed and can only be sold by rediscounting (selling them back to the Central Bank). The one-year T-bill is, however, tradeable in an OTC market at the CBK.

    Work on the platform, funded by the World Bank Group, started around September 2020 and was expected to go live in June 2022.

    Besides electronic trading capability, the new CSD is expected to improve pricing efficiency and transparency in securities trading thereby lowering yields.

    The system will also enable banks to trade with one another by exchanging collateral of their treasury holdings, thus allowing smaller banks to get favourable interbank rates.

    This form of horizontal repo is seen as key in rebalancing the interbank market, in which the large banks currently enjoy a large share of liquidity compared to their smaller peers.

    Currently, small lenders get expensive interbank rates when borrowing from their big peers because they are considered risky and do not offer collateral for their overnight loans.

    Big banks borrow from one another without collateral, confident in their balance sheets and potential to access additional funds from their shareholders.

    Once the workings of the horizontal repo plan are refined, the banks will test how to allow their customers to borrow against their securities.

    Starlink finally launches in Kenya, to face fierce competition with Safaricom

    Starlink has made its official debut in Kenya. This will make Kenya the sixth African country Elon Musk’s Starlink is currently operating. The first was Nigeria followed by Mozambique, Rwanda, Mauritius, and Sierra Leone.

    However, this big news for Starlink is coinciding with the recent announcement by leading telecom operator Safaricom regarding its plans to introduce satellite internet services to the country. Safaricom has partnered with AST SpaceMobile, a competitor of Starlink, to carry out this project and this has further intensified the market competition.

    AST SpaceMobile is aiming to provide satellite-based internet access to areas with limited coverage, enabling standard mobile phones to connect to the space-based broadband network. This has also led it to a partnership with Vodacom, adding another layer to the growing competition in the region.

    With Safaricom’s collaboration with AST SpaceMobile, they are looking to enhance their current broadband offerings, which include Wi-Fi, cellular networks, and fibre optic cables. The company’s satellite internet also boasts download speeds of more than 10 Mbps over LTE.

    During testing, AST SpaceMobile’s prototype satellite, Bluewalker 3, showcased its functionality, paving the way for an official trial in Kenya, slated for Q2 of 2023. This ambitious project positions AST Space Mobile as a viable contender in the Kenyan market, providing alternative solutions for internet connectivity.

    What is Starlink bringing to Kenyans’ table?

    Starlink, like other satellite telecommunication services, utilizes radio signals to transmit internet data through the vacuum of space. But the distinctive aspect of Starlink’s service lies in the vast number of satellites it deploys, operating in close geospatially proximity.

    Traditionally, satellite internet services have relied on cable technology, such as fibre optics, for data transmission. However, Starlink’s network operates on a tried-and-tested satellite internet service technology, providing users with download speeds ranging from 25 to 220 Mbps, with a significant majority experiencing speeds surpassing 100 Mbps. Meanwhile, upload speeds typically range between 5 and 20 Mbps.

    Also, any country where Starlink is offered can order Starlink Roam. Regional plans are available for use on the continent where users join up while global plans are accessible in every nation in the the entire world.
